  16. <p>An underground nuclear blast tells the world where to go
  17. </p>
  18. <p>    In what amounts to an obscene gesture to the rest of the
  19. world, China exploded a nuclear warhead with a yield of 1 million
  20. tons of tnt at its underground test range in far northwestern
  21. Xinjiang province. It was the largest such blast the Chinese
  22. have ever detonated and far bigger than the 150-kiloton testing
  23. limit the U.S. and the former Soviet Union have been observing
  24. under a 1974 agreement.

  26. <p>    Chinese officials confirmed that the explosion was for
  27. military purposes, but then blandly added that Beijing's testing
  28. program has "exercised restraint" to conform with the
  29. government's "basic position for complete prohibition and
  30. thorough destruction of nuclear weapons."

  32. <p>    Increasingly at odds with post-cold war norms, China also
  33. claims there is no truth in Western charges that it secretly
  34. sells nuclear and ballistic missile technology to Third World
  35. countries, colludes to evade customs duties or violates
  36. copyright agreements.
